uses a 4-step development model:
- Analyze - 1)
prove the business case, 2) determine general program
requirements and constraints, and 3) determine learning
objectives/conduct a specific job-task analysis if needed.

- 1) determine delivery media and methods, 2) customize/create
learning content, and 3) pilot test. The most
critical event in training design is determining the
behaviors and outcomes to be attained as a result of
the training. Selecting activities that best deliver
the expected learning is a somewhat easier task - a

- Deliver - 1)
qualify instructors or delivery medium, 2) schedule
training, and 3) conduct learning. The learning
environment, employee receptiveness, and content quality
contribute to positive outcomes. A good instructor
minimizes minor distractions, but a great instructor
enhances the learning experience at every opportunity.
